BiographyHarry E. Kinney (1924-2006) served as Albuquerque's twenty-first and twenty-third Mayor from 1974 to 1977 and from 1981 to 1985. A city commission and city manager system formerly governed Albuquerque. Kinney was the first mayor to serve under the new mayor-council government, making him a pioneer for the city's future leaders. His leadership has proven to be instrumental to Albuquerque's development through his support in the development of the Albuquerque International Balloon Fiesta, his role in preserving the Elena Gallegos Land Grant, and his efforts to improve infrastructure and community services, all contributing to a more innovative and modernized city.
