From left to right sits Henry Lockhart, three unidentified individuals, Mayor Mike Mandell, City Attorney Needham C. Collier, an unidentified individual, and Calvin Whiting on the far right. There is a calendar on the wall behind them that is set to December 1890 with an advertisement for Liverpool & London & Globe Insurance Co. The council members are dressed in dark suits with starched white collars, ties, have short hair parted to the side and slicked back, and many have mustaches.
