DescriptionThe Albuquerque Town Council is gathered around a table in an office in Albuquerque, New Mexico. From left to right sits Henry Lockhart, three unidentified individuals, Mayor Mike Mandell, City Attorney Needham C. Collier, an unidentified individual, and Calvin Whiting on the far right. There is a calendar on the wall behind them that is set to December 1890 with an advertisement for Liverpool & London & Globe Insurance Co. The council members are dressed in dark suits with starched white collars, ties, have short hair parted to the side and slicked back, and many have mustaches. On the table are stacks of papers and books and a pitcher.
